Two men from Houston have received substantial federal prison sentences following a major narcotics investigation that resulted in the seizure of more than 130 kilograms of crystal methamphetamine. Federal authorities confirmed the sentences handed down by the court this week.
Federal Sentencing for Major Meth Trafficking Ring
U.S. District Judge Andrew S. Hanen sentenced Edgar Prudencio Ruiz, 24, and Damian Lee Gutierrez, 24, to 162 months behind bars. This equates to just over 13 years in federal prison for each defendant. Upon release, both men will also face five years of supervised release.
Guilty Verdict Following November Trial
The sentencing follows a trial held in November 2025. A jury deliberated for less than an hour before finding both Ruiz and Gutierrez guilty. The charges included conspiracy and possession with the intent to distribute methamphetamine.
During the sentencing hearing, key evidence was presented to the court. This evidence established that the narcotics involved in the case were imported into the U.S. from Mexico. Testimony also revealed the defendants' history of carrying loaded firearms during drug transactions and involvement in prior shootings.
The Investigation and Massive Seizure
The extensive investigation commenced on June 17, 2025. On that date, Ruiz and Gutierrez conducted a transaction, delivering five kilograms of methamphetamine to an undercover officer.
Law enforcement subsequently tracked the men to a nearby apartment. Authorities later intercepted the pair after observing them leave the residence carrying a suspicious package. The men were stopped while driving a Toyota Tacoma.
Discovery of Drugs and Firearms
A K-9 unit alerted officers to contraband inside the vehicle. Officers discovered ten gallon-sized bags containing crystal meth, along with two loaded 9mm pistols. One firearm was located near the ignition switch.
The second weapon, which was equipped with an extended magazine, was found concealed beneath the passenger seat. A subsequent search of Gutierrez’s residence uncovered an additional 122 gallon-sized bags of the illicit substance.
In total, the operation led to the seizure of approximately 133 kilograms of pure methamphetamine. Officials estimate the street value of this massive drug haul exceeded $200,000.
Judicial Rationale and Next Steps
In a statement released by officials, Judge Hanen emphasized the extremely large quantity of pure methamphetamine central to the case when imposing the sentences.
During the trial, the defense team argued that a lack of fingerprint evidence should exonerate the men. However, the jury ultimately rejected these arguments, resulting in convictions on all counts.
Ruiz and Gutierrez are currently in custody. They are scheduled to be transferred soon to a designated facility operated by the Federal Bureau of Prisons.

The Drug Enforcement Administration spearheaded the investigation. They received critical support from several local agencies. These included the Harris County Precinct 3 Constable’s Office and the Harris County Sheriff’s Office.
Additionally, the police departments from Houston, Pasadena, Stafford, and La Porte provided assistance. Assistant U.S. Attorneys Jennifer B. Lowery and Eric Smith were responsible for prosecuting the case in court.
