Carrie Filipetti, executive director of the Vandenberg Coalition, told Fox News Digital that Moscow has repeatedly used nuclear threats to deter Western support for Ukraine. She said Russia has threatened nuclear weapons in the past, including veiled references to tactical nuclear attacks at the beginning of Putin's invasion of Ukraine.Filipetti also cited Russia lowering its formal threshold for launching a nuclear attack in 2024, placing its nuclear forces on high alert, and restarting nuclear testing. She said it is very common for Putin to use these threats because he sees it as a way to deter Europe and the United States from continuing to support Ukraine. He pointed to the broader role Kaliningrad already plays in Moscow's confrontation with Europe.Ibrahim argued that while NATO has traditionally prepared for conventional military conflict involving tanks and troops and divisions, Russia is increasingly using methods designed to disrupt infrastructure and systems that civilian societies depend on. He said the territory has essentially become a Russian fortress. He described Kaliningrad as a front-line operation for Russia in signals intelligence, signals interference and mechanisms for carrying out hybrid warfare.Experts Warn Of Hybrid Warfare RisksSuch interference, he said, could disrupt civilian communications and infrastructure before or alongside a conventional military conflict. The warning comes amid other recent developments, including a foiled terror plot at a bomber base linked to wider threats to US military installations.
