Harrisburg Man Charged in Second Rape Case
A Harrisburg man already facing charges related to the rape of a 12-year-old girl is now accused of raping a 17-year-old. The new allegations involve a disturbing assault and subsequent statements made to police.
Details of the Alleged Assault
On April 5, 2026, the 17-year-old victim reportedly began communicating with someone named ‘Desi Banks’ on Facebook, later identified as Imarr Finley. They arranged to meet around 4:00 a.m. the following day, and Finley drove the girl to City Island.
According to an affidavit, the girl’s phone fell into the back seat, and when she reached for it, Finley allegedly grabbed her legs, attempted to kiss her neck, and initiated a sexual assault. The victim repeatedly stated she was uncomfortable and said “No.”
Finley allegedly responded by telling her she was stressed and needed to “just relax.” He then reclined the passenger seat and continued the assault despite her continued protests and crying. Court documents state Finley then placed both hands around her neck for 45 seconds, causing her to wheeze.
The victim reported feeling as though she was going to pass out due to Finley’s weight and that he became upset, believing she was feigning unconsciousness. Following the assault, Finley allegedly asked her about keeping the child if she became pregnant.
Finley’s Statements and Charges
In a subsequent police interview, Finley claimed the act was consensual and stated he engages in choking women if “they are in to” it. Following DNA testing, Finley has been charged with rape, unlawful restraint, and strangulation.
Finley is currently incarcerated in the Dauphin County Prison on previous charges related to the November 2024 rape of a 12-year-old girl.
