The arrest was made by the FBI on federal charges alleging that Zhang acted as an unregistered agent of the People's Republic of China. The complaint details that Zhang, also known as 'Heather', collaborated with Chinese handlers to surveil the son of Taiwan's president, Ching-Te Lai. Specifically, she is accused of tracking Ting-Yu Lai, an engineer in his 30s, during a trip to Seattle in September 2025, where she allegedly took photographs and videos of his residence and relatives.
