St. Charles Man Held Without Bond After Secret Recording Allegations
A man from St. Charles, Illinois, accused of secretly filming numerous women and young girls, has been ordered to remain in custody until his trial. Jascent M. Harvey, age 30, is facing serious legal repercussions for the alleged unauthorized recordings.
The Kane County State’s Attorney’s Office has charged Harvey with 51 felony counts. These charges include the production, reproduction, and possession of child sexual abuse material, alongside unauthorized video recording involving both adults and minors.
Details of the Alleged Offenses
Prosecutors contend that Harvey used his mobile phone to record videos up the skirts or dresses of victims. This alleged activity reportedly took place over an extended period, spanning from June 2023 through September 2025.
The total number of alleged victims includes 33 adult women and two minor girls. Investigators discovered extensive evidence after executing a search warrant on Harvey's electronic devices.
Initial Arrest and Subsequent Charges
Harvey was first taken into custody on October 3, 2025. This initial arrest followed allegations from Geneva police that he recorded a woman without her consent while inside a local store.
The subsequent search of his electronic devices reportedly uncovered more than 400 unauthorized videos showing various women's skirts and dresses. Based on this substantial evidence, Harvey was arrested again on March 28, 2026, facing dozens of additional charges.
Judicial Decision on Pretrial Detention
During a detention hearing held on Monday, prosecutors successfully argued for Harvey to be held without the possibility of pretrial release. The presiding judge agreed with the state’s request.
The court determined that Harvey constituted a "real and present threat" to the community. Consequently, he remains incarcerated in the Kane County jail while the legal proceedings against him continue.
