Budweiser Plant in Fairfield Closed Amidst Air Quality Violations
The Bay Area Air District has levied a $2.3 million fine against Anheuser-Busch for multiple air quality violations at its Fairfield, California facility, according to a recent settlement agreement. The brewery has since ceased operations.
Details of the Settlement and Violations
The penalty stems primarily from the improper installation and operation of emissions monitoring equipment at the Budweiser plant. Testing revealed elevated levels of hydrogen sulfide in biogas used to fuel the plant’s boilers. When burned, hydrogen sulfide transforms into sulfur dioxide, a pollutant known to degrade air quality and pose health risks.
Air District Response
“Protecting the health of Bay Area communities depends on facilities following air quality rules and operating responsibly,” stated Dr. Philip Fine, executive officer of the Bay Area Air District. “This action holds Anheuser-Busch accountable for its violations and reinforces the importance of compliance for all facilities operating in our region.”
Facility Closure and Company Response
Rather than installing new monitoring equipment as required by the Air District, Anheuser-Busch opted to close its Fairfield location, along with two other facilities nationwide. The settlement agreement explicitly states it is not an admission of liability or wrongdoing on the part of Anheuser-Busch.
Local Economic Impact
Fairfield City Manager David Gassaway expressed concern over the closure’s impact on the local economy. He noted the loss of jobs and reduced revenue for the city’s water utility. Gassaway also acknowledged the difficulty in finding a suitable replacement tenant for the specialized brewery facility.
City Efforts for Reuse
“To be clear, I don’t think that will be an easy task given the large and highly specialized nature of the facility,” Gassaway wrote to the mayor and council. Despite the challenges, the city is actively engaging with Anheuser-Busch’s real estate team to explore potential reuse options. Mayor Catherine Moy has indicated that some companies have already expressed interest in the site.
Brewery History and Ownership
The Fairfield brewery originally opened in 1976. In 2008, Anheuser-Busch was acquired by Belgian brewer InBev, forming Anheuser-Busch InBev, the world’s largest brewing company. As of 2024, the Fairfield facility was responsible for brewing over 20 of Anheuser-Busch’s brands. The Air District will allocate the penalty funds to projects aimed at reducing air pollution and improving public health in affected communities.
