Further, Sammarco alleges that Swalwell sent her a photograph of his penis. She described the experience as making her feel 'gross and uncomfortable,' stating she did not request such content. The interactions began when Sammarco, then 24 and a field organizer for the Democratic Party of Virginia, contacted Swalwell on Twitter.

Swalwell then reportedly provided his personal cell phone number, asked her to text him, and inquired about her Snapchat account. The New York Times obtained screenshots of text messages as evidence of their 'inappropriate' communication, according to Sammarco.

Snapchat exchanges, which allow for temporary photos and videos, reportedly included personal questions, discussions about alcohol, compliments on her appearance, and the alleged photo of his genitals. Sammarco noted these exchanges occurred about three months before Swalwell's wife gave birth to their third child.

Sammarco stated Swalwell continued to send messages like, 'When am I going to see you?' She gradually reduced her responsiveness, partly due to realizing he would not assist her in securing employment.
