Austin police arrested two men on Thursday morning following a report of suspicious activity in east Austin. The incident occurred around 8:15 a.m. in the 1900 block of Robinson Avenue after a 911 caller reported unusual behavior involving the transfer of items between a rental truck and a pickup truck.
Discovery of Stolen Copper
Upon arriving at the scene, officers encountered the two men, who initially denied ownership of the rental truck. A subsequent inspection of the pickup truck revealed a large quantity of cut, heavy-gauge copper wire in its bed. Further investigation showed the rental truck had a switched license plate and was linked to a previous burglary investigation.
Charges Filed Against Suspects
The suspects were identified as John Waring, 52, and Michael Fillenworth, 48. Both men were arrested and face charges of Unauthorized Possession of Certain Copper/Brass Material. Waring faces additional felony drug charges after police found he was in possession of cocaine and methamphetamine.
Rising Copper Theft Concerns
Detective Fernando Chipelo of the Austin Police Department’s Commercial Burglary and Metal Theft Unit explained that the increase in copper theft is directly related to the rising market value of the metal. Thieves target generators, infrastructure, and telecommunications equipment to resell the stolen copper to recycling facilities.

Chipelo emphasized that this practice leads to financial losses and poses risks to public infrastructure. The theft of copper can cause power outages, communication disruptions, and other critical failures. Thieves are actively seeking any source of valuable metal for profit.
