York JCC Childcare Center Loses License
Parents in York, Pennsylvania are reassessing childcare arrangements after the York Jewish Community Center (JCC) announced the non-renewal of its license for the Gan Tamar Childcare Center. The announcement came alongside news of CEO Terri Travers’ departure from the organization.
Incident and Department of Human Services Action
The Pennsylvania Department of Human Services (DHS) revoked the license, which was set to expire on April 14th, due to multiple violations. According to DHS, an incident occurred in August 2025 where a child left a JCC classroom and was later found in the parking lot by another staff member. This incident, along with other unspecified violations, led to the revocation.
CEO Departure and JCC Response
In a March 30th newsletter, the York JCC stated that Terri Travers was “moving on” from her role as CEO. The JCC confirmed that the Gan Rimon license was not affected by the decision. The organization is appealing the DHS decision and intends to continue operating the childcare program during the appeal process, as permitted by regulations.
Investigation and Confidentiality
CBS 21 News reached out to Terri Travers for comment regarding a potential connection between her departure and the license revocation but did not receive a response. DHS declined to comment on whether a Child and Youth Services (CYS) investigation was underway, citing confidentiality laws related to potential abuse or neglect reports.
Statement from the JCC Board
The JCC newsletter concluded with a statement from the board of directors, emphasizing the importance of trust placed in their childcare services. “We know that asking someone to care for your children is the ultimate expression of trust,” the statement read. “We are grateful for that trust and treat it with the utmost seriousness and sincerity. As the board of directors, we are ultimately responsible for hiring and holding accountable JCC staff.”
