Details of the Friday Afternoon Collision
The incident took place around 2 p.m. when Woods was driving his SUV behind a truck pulling a trailer. According to the affidavit, Woods attempted to overtake the trailer, crossing over a double solid line into the path of oncoming traffic.
The collision occurred when the front right section of Woods' SUV struck the left rear fender of the trailer, causing his vehicle to flip onto the driver’s side. Woods later told the responding deputy that he had been looking down at his cell phone and failed to notice the trailer had slowed.
Witness Account and Initial Observations
The driver of the truck confirmed that he was slowing down to make a right turn into a driveway and had his turn signal activated. He stated that Woods’ SUV must not have seen his signaling.
Following the crash, the truck driver assisted Woods in exiting his vehicle. The report noted that Woods appeared lethargic and moved slowly, though he remained "extremely alert" during the initial investigation.

Upon removing his sunglasses, the deputy observed that Woods' eyes were "bloodshot and glassy" with dilated pupils. Woods denied consuming any alcohol but admitted to taking prescription medication, stating, "I take a few."
Arrest and Refusal to Cooperate
During a subsequent search, deputies discovered two pills identified as hydrocodone in Woods’ pocket. Additionally, Woods declined to provide a urine sample when requested.
The deputy concluded that Woods' normal faculties were impaired, rendering him unsafe to operate a vehicle. Woods was formally arrested shortly after 3 p.m. on Friday.
Post-Arrest Procedures
