St. Charles Man Charged with Extensive Video Voyeurism Scheme
A man from St. Charles, Illinois, is currently being held on multiple felony charges following allegations that he secretly recorded upskirt videos of numerous individuals. The charges target 33 adult women and two minor girls.
The Kane County State's Attorney's office, in collaboration with Geneva police, announced the charges against Jascent Harvey, age 30, on Tuesday. These allegations involve a significant number of serious offenses related to unauthorized video recording and child sexual abuse material.
Detailed Felony Charges Filed
Harvey faces a total of 51 new counts, which were filed on March 28 of this year. The charges include two counts of production, six counts of reproduction, and eight counts of possession of child sexual abuse material.
Additionally, he is charged with two counts of unauthorized video recording specifically targeting victims under the age of 18. He also faces 33 additional counts of unauthorized video recording related to the adult victims.
The most severe allegation, production of child sexual abuse material, is classified as a Class X felony under state law.
Timeline of Alleged Offenses and Arrest
Authorities state that the alleged illegal activity spanned a significant period. Between June 2023 and September 2025, Harvey allegedly used his mobile phone to secretly record video up the skirts of the 35 victims.
The investigation began after an initial incident led to his arrest on October 3 of last year. At that time, he was accused of using his phone to record under a woman's skirt inside a Geneva store.
Evidence Discovery and Detention Hearing
Following his initial arrest, investigators executed searches of Harvey's phones and laptops. This subsequent examination uncovered additional unauthorized upskirt videos, leading to the extensive new charges filed in March.
Harvey appeared in Kane County Court for a detention hearing on Monday. A judge subsequently ordered that he be held without bond until his trial date.
According to authorities, the judge determined that Jascent Harvey posed a threat to the safety of the community, necessitating his continued detention.
