Homeland Security Shutdown: GOP Proposes Path Forward
House Speaker Mike Johnson and Senate Majority Leader John Thune announced Wednesday a proposal to fully fund the Department of Homeland Security (DHS) and resolve the current partial government shutdown. The announcement comes after a period of internal Republican disagreements over funding strategies.
Two-Track Funding Strategy
According to a joint statement, Republicans in the House and Senate will pursue two separate tracks to fully fund DHS, following a directive from President Donald Trump. Most of the department would be funded through an agreement with Democratic senators.
Focus on ICE and Border Patrol
The plan outlines funding U.S. Immigration and Customs Enforcement (ICE) and U.S. Border Patrol through separate, party-line legislation. This approach aims to secure full funding for these agencies, potentially bypassing Democratic opposition.
Potential Challenges and Opposition
The success of this strategy is not guaranteed. It could face resistance from both Democrats and potentially from within the Republican party itself. “We appreciate and share the President’s determination to once and for all bring an end to the Democrat DHS shutdown,” stated Johnson, R-La., and Thune, R-S.D.
Shift from Previous Senate Plan
This announcement represents a shift from the bipartisan funding agreement initially passed by the Senate on Friday. House Republicans previously altered that bill to fund all of DHS for 60 days, leading to the continuation of the shutdown as lawmakers began a two-week recess.
Democratic Response
Senate Democratic leader Chuck Schumer criticized the Republican approach, stating, “Republican divisions derailed a bipartisan agreement, making American families pay the price for their dysfunction.”
Trump's Involvement
The GOP leaders expressed hope that President Trump’s support for the emerging strategy would sway skeptical Republican colleagues. Trump had earlier urged Republicans to fund the immigration portions of DHS through legislation not requiring Democratic support, requesting it on his desk by June 1.
Future Outlook
The budget package is expected to fund ICE and Border Patrol through the remainder of Trump’s term. It remains uncertain whether Speaker Johnson can secure enough support to recall lawmakers before their spring recess ends in mid-April. Trump stated, “We are going to work as fast, and as focused, as possible to replenish funding for our Border and ICE Agents, and the Radical Left Democrats won’t be able to stop us.”
