What has sometimes been lacking, Allen suggests, is the consistent will to pursue these partnerships. Luna Mishoe, who led Delaware State for 27 years, transformed it from a small college into a robust institution and notably defended it against attempts at absorption by UD. Allen, the 12th president of DSU, succeeded Dr. Wilma Mishoe, Luna Mishoe's granddaughter and the first woman to hold the presidency, highlighting an unbroken lineage of leadership and dedication. The dual-degree engineering partnership, enabling DSU students to pursue master's level studies at UD, is a direct evolution of the early teacher education program.
