A former Conservative councillor and property owner in Chelsea is facing legal repercussions for the severe neglect of his £4 million mansion.

Property Falls into Disrepair

The once-grand property has deteriorated significantly, becoming overrun with wildlife and posing a hazard to the surrounding neighborhood. Windows are shattered, and the garden is plagued by invasive Japanese knotweed.

Grim Discovery in 2010

In 2010, a mummified corpse was discovered in the mansion’s basement, adding a macabre element to the property’s decline. The deceased was identified as Frank, an Irish builder and the last known tenant.

Landlord's Extensive Portfolio

Despite the mansion’s dilapidated state, owner Nicholas Halbritter possesses a substantial property portfolio valued at approximately £6 million. This includes two three-storey terraced townhouses in south-east London, one of which was sold in 2024 for £650,000.

Rental Income and Accusations

Halbritter’s remaining properties are estimated to generate around £72,000 annually in rental income. However, he has been criticized for neglecting his responsibilities as a landlord, with neighbors and former tenants describing him as uncaring and “disgusting.”

History of the Property and Owner

Between 1982 and 2010, Halbritter and his mother, Elizabeth – a convicted shoplifter – rented rooms in the Chelsea mansion. Elizabeth had a history of stealing from high-end stores like Liberty and John Lewis.

Tenant's Tragic Fate

The discovery of Frank’s remains deeply affected those involved, including a rookie police officer on his first day. Neighbors reportedly offered whisky to officers to help them cope with the disturbing scene.

Legal Action and Community Pressure

Residents, frustrated by the property’s condition and Halbritter’s behavior, launched a petition. This led the Royal Borough of Kensington and Chelsea to issue a Section 215 order, legally requiring Halbritter to address the issues.

From Public Service to Legal Trouble

Halbritter, who previously served as a councillor overseeing education and children’s services, and volunteered with the Royal British Legion, has been labeled the “neighbour from hell.” His inaction is believed to stem from his mother’s death, but residents have demanded change.
