Federal prosecutors have indicted two men, Emir Balat, 18, and Ibrahim Kayumi, 19, on charges related to an ISIS-inspired attack plot targeting a counter-protest near the home of New York City Mayor Zohran Mamdani.

Planned Attack Details

The indictment details allegations that the two suspects intended to detonate two improvised explosive devices (IEDs) with the goal of causing mass casualties, potentially harming up to 60 people. Fortunately, the IEDs failed to detonate, leading to their apprehension.

Evidence Against the Suspects

Investigators discovered a notebook containing detailed attack plans and instructions for constructing explosive devices. Crucially, a family member’s dashcam recorded conversations during their trip from Pennsylvania to New York. These recordings allegedly captured statements expressing a desire “to start terror” and “petrify these people,” along with calculations of potential casualties.

The suspects also devised backup plans, including deploying an explosive device in a cafe or using their vehicle as a bomb if the initial plan failed. Prosecutors emphasized their intent to target both government entities and civilians, aspiring to achieve martyrdom.

Allegiance to ISIS

Following his arrest, one of the suspects reportedly expressed support for ISIS. After being transported to police headquarters, the suspect waived his Miranda rights and pledged allegiance to the Islamic State. This act, combined with the detailed planning, underscores the severity of the threat.

Both Balat and Kayumi are currently being held without bail. They face charges including attempted provision of support to a designated foreign terrorist organization, ISIS, and the use of a weapon of mass destruction.
