A culture of obedience and complacency at Camp Mystic contributed to a delayed and chaotic evacuation effort, according to Casey Garrett, an investigator for a special legislative committee. “There was no real training or drills conducted for either counselors or campers on how to respond to flood threats,” Garrett stated.

The victims, primarily children under 10 years old, were left vulnerable as floodwaters rose rapidly. Some cabins filled with water to the point where girls’ chins touched the ceiling. Survivors recounted harrowing experiences, including being swept more than six miles downriver and clinging to structures to avoid being carried away by the raging waters.

Texas lawmakers passed new measures last year requiring more detailed emergency planning, training, and warning systems. However, the Legislature will not reconvene until January 2027, leaving the future of Camp Mystic uncertain.
