Federal agents have extended emergency cleanup efforts at Eugene's J.H. Baxter facility. New data shows that hazardous chemicals are still migrating into local stormwater systems.
The 750,000-Gallon Extraction of 2024
The J.H. Baxter wood-treatment site in Eugene, Oregon,has undergone significant remediation in recent years. During an intensive emergency campaign in the summer of 2024, workers successfully extracted more than 750,000 gallons of hazardous waste from the property. This massive undertaking also involved the decontamination or removal of over 65 tanks,vessels, and sumps.
According to the agency's report , this initial phase was essential for reducing immediate hazards from above-ground equipment. More importantly, the removal of these structures allowed investigators to access subsurface soils that had been hidden by the facility's infrastructure for years. This access eventually led to the discovery of the ongoing contamination issues identified in 2026.
Mobile Pentachlorophenol and Creosote in Eugene Soils
Recent subsurface sampling has revealed that the environmental threat at the J.H. Baxter site is an active one. Samples collected in February 2026 confirmed the presence of pentachlorophenol and compounds related to creosote within the shallow soil. These contaminants were found specifically near the former tank farm, retort areas, wood-treating drip pads, and the drying shed.
The most concerning aspect of these findings is the mobility of the substances. As the EPA reported, the soil is continuing to release these chemicals into stormwater, creating an active migration pathway. This distinguishes the current situation from a "legacy hazard," as the pollutants are not merely sitting dormant but are actively moving through the local environment.
A Superfund Timeline Extending to Spring 2027
The U.S. Environmental Protection Agency has mobilized crews to manage these moving contaminants through the spring of 2027. While the agency has temporarily lined, backfilled, and covered known source areas to protect nearby residents and businesses, the work is far from finished. The current phase of the project focuses on accessible materials that could continue to release pollutants into the water supply.
The J.H. Baxter site was officially added to the National Priorities List in July 2025. This designation means the current work falls under the EPA's Removal Program, which targets immediate,near-term exposure risks. However, a separate Remedial Program will eventually be required to address the broader, long-term impacts on groundwater,surface water, and surrounding sediment.
The Unresolved Choice Between Capping and Removal
Several technical and environmental questions remain unanswered as the EPA evaluates its next steps. While the agency has implemented temporary controls, it has not yet determined the final strategy for the contaminated material. Officials are currently weighing three primary options: the targeted physical removal of contaminated soil, the capping of affected areas to prevent contact, or the diversion of stormwater away from the pollution sources.
Beyond the immediate soil management, the long-term condition of the surrounding residential areas remains a point of uncertainty. The agency has noted that its current assessment of "no present threat" is limited to existing exposures and does not account for the potential long-term movement of contaminants through the groundwater or the wider ecosystem.
