Three Academy of Learning career colleges in Ontario are currently fighting a government decision to revoke their access to student financial aid. The legal challenge follows inspection reports alleging widespread irregularities at campuses in Toronto, Brampton, and North York.
The 600% surge in OSAP applications at Academy of Learning sites
The controversy follows a January 2025 report from Career Colleges Ontario that identified unusual growth patterns within the private education sector . While most schools saw flat activity, three specific Academy of Learning locations reported a massive spike in OSAP applications, jumping between 500 and 600 per cent over a two-year period.
This sudden influx of applicants has triggered intense scrutiny from provincial regulators. According to inspection reports filed in court, the rapid growth at these locations coincided with significant concerns regarding how students are being admitted and how their academic progress is being tracked.
From 6-minute exams to 211 IP addresses
Government inspectors have raised significant concerns regarding student identity and coursework integrity at several locations. At the Brampton East campus, student records revealed highly irregular activity, including one student who completed a business writing essentials course—including all quizzes and the final exam—in a single day.
The Bay Street location in downtown Toronto also showed patterns of unauthorized access and shred credentials. As reported by The Canadian Press, 39 out of 42 student files examined at the Bay Street site utilized IP addresses that were also linked to other students, all of whom had been referred by the same recruiter. Furthermore, a student at the North York campus had their credentials used to log in from at least 211 different IP addresses.
A $219 million windfall under scrutiny
The financial scale of the investigation is substantial, involving hundreds of millions of dollars in public funds. Data obtained through a freedom-of-information request shows that approximately 14,800 students at the three Academy of Learning franchise locations received more than $219 million in OSAP grants during the 2024-25 peirod.
To put this figure in perspective, these three locations alone accounted for a massive portion of the total provincial aid. Students at all publicly funded colleges across Ontario qualified for roughly $385 million in OSAP grants during that same year, meaning these private campuses were processing a significant fraction of the province's total student support.
The legal battle over Minister Nolan Quinn's decision
The schools have launched a judicial review to challenge the ministry's decision to terminate their OSAP eligibility. The Academy of Learning locations argue that Colleges and Universities Minister Nolan Quinn exceeded his authority by predetermining their eligibility for the current year, calling the decision unreasonable.
While the legal fight continues, several critical questions remain unanswered.. Investigators have not yet identified the specific recruiter linked to the shared IP addresses at the Bay Street location, nor has it been confirmed if the students unable to speak English are actually enrolled in the programs they claim. Additionally, it remains unclear how the federal government will respond to the high loan default rates and unverified student idenities flagged in their September 2025 correspondence.
