Toronto Police Constable Timothy Barnhardt, at the center of a significant corruption investigation, was denied bail for a second time on Wednesday.

Second Bail Denial for Constable Barnhardt

The 56-year-old officer will remain in custody as he faces 17 charges stemming from York Regional Police’s Project South investigation. This is a greater number of charges than any other officer implicated in the case.

Barnhardt’s legal team requested a review of the initial bail refusal to the Superior Court following his arrest in early February. Justice Peter Bawden upheld the lower court’s decision, keeping Barnhardt detained.

Allegations of Systemic Corruption

The allegations against Constable Barnhardt are serious, suggesting systemic corruption within the Toronto Police Service. He is accused of trafficking police uniforms and accepting bribes to protect illegal cannabis dispensaries.

Leaked Information and Potential Violence

Barnhardt is also accused of unauthorized disclosure of confidential police information to individuals involved in criminal activities. Police sources state this leaked information contributed to targeted shootings.

Project South Investigation

Project South has led to the arrest of seven other Toronto police officers and one retired officer, highlighting the breadth of the alleged corruption. A total of 20 civilians are also facing charges in connection with the investigation.

Connection to Alleged Murder Plot

The investigation began last June with the discovery of a purported conspiracy to assassinate a senior corrections officer at the Toronto South Detention Centre. Investigators allege Barnhardt accessed and disseminated private information about the officer to Brian Da Costa, who is also accused in the case.

Da Costa was granted bail and released under house arrest, but the Crown is seeking a review of that decision, with a ruling expected next week.

Ongoing Legal Proceedings

It is important to note that all charges against Barnhardt and others involved remain unproven in court. The investigation and legal battles are expected to reveal further details about the alleged corruption and those involved.

The case raises questions about accountability and oversight within the Toronto Police Service and the potential for exploitation of vulnerabilities within the system. The CBC continues to follow the developments in this case.
