A $7.9 million cannabis seizure on County Road 12
The Ontario Provincial Police (OPP) uncovered a massive illegal cannabis cultivation site located on County Road 12,approximately 60 kilometres northwest of Kingston. In addition to the botanical seizure, officers confiscated a 2015 Lexus RX350 worth roughly $18,000 and approximately $1,900 in cash.
This large-scale seizure highlights the ongoing tension between the legal cannabis market and illicit commercial-scale operations in Ontario. As criminal enterprises seek to maximize profits with minimal regulatory oversight, the financial scale of the Napanee operation—totaling nearly $8 million—demonstrates the significant economic incentive driving these illegal grows.

Fire risks and disconnected hydro at the Napanee property
The safety of the Napanee property was severely compromised by significant electrical and fire hazards discovered by investigators. The OPP reported that the illegal operation created such extreme risks that hydro service had to be disconnected from the site to prevent a catastrophe. This intervention follows a pattern where unregulated grows bypass standard safety protocols to power intensive lighting and ventilation systems.
Beyond the police intervention, municipal and fire officials have also taken action against the County Road 12 site. The report says that fire officials issued fines and municipal by-law officials issued compliance orders to address the property's dangerous conditions. These measures underscore the community-wide risks posed by large-scale, unmonitored cultivation sites.
Who is behind the $7.9 million Napanee operation?
Several questions remain regarding the full scale of the Napanee criminal network and its leadership.. While OPP Chief Superintendent Mike Stoddart of the Organized Crime Enforcement Bureau noted that such operations generate significant profits for criminal enterprises, the police have not yet identified the primary organizers or the specific criminal groups funding the site. additionally, it remains unverified how long the County Road 12 operation had been active prior to the September investigation, or who the intended buyers were for the 5,260 seized plants.
