Ulises Oseguera, a former member of the Phoenix Police Department, is facing felony theft charges related to the alleged misappropriation of funds from fellow officers.
Allegations of Financial Misconduct
Oseguera is accused of failing to distribute payments received for off-duty security jobs to the officers who participated in those assignments. The alleged offenses took place between October 2023 and February 28, 2025.
Details of the Scheme
The former officer coordinated security details for Legacy Traditional Schools at their Deer Valley and Laveen locations. Investigators state that Oseguera received full payment for these jobs but falsely claimed the school had not yet compensated him, preventing the funds from reaching his colleagues.
Investigation and Indictment
The Phoenix Police Department’s Special Investigations Detail launched a criminal investigation into the matter. This investigation led to Oseguera’s resignation in December 2025 and the subsequent filing of felony theft charges in January 2026.
Internal Review Confirms Findings
The Phoenix Police Professional Standards Bureau also conducted an internal investigation, corroborating the allegations against Oseguera.
Court Appearance and Next Steps
Oseguera appeared in court virtually on April 30th, where his attorney, Cindy Castillo, entered a plea of not guilty on his behalf. The court ordered Oseguera to avoid contact with the alleged victims.
A warrant for his arrest will be issued if he fails to appear at future court dates. Attempts to contact Oseguera at his residence were unsuccessful, despite vehicles being present. His next court appearance is scheduled for June 11th.
