Jiandong Chen, a Chinese national also known as 'Little Tiger,' has pleaded guilty to orchestrating a large-scale fraud and money-laundering operation that targeted thousands of elderly individuals across the United States.
Details of the Fraud Scheme
Chen confessed to defrauding victims of more than $27 million over a two-year period. The scheme involved a variety of deceptive tactics, including technical support scams, bank impersonations, and refund scams. The majority of the victims were in their 70s and 80s.
How the Scam Worked
Victims were initially contacted through unsolicited phone calls, emails, and deceptive online advertisements. These communications directed them to call numbers connected to scam call centers operating in India, according to the United States Attorney’s Office of the Southern District of California.
A common tactic involved falsely informing victims they were eligible for a small refund. Scammers would then intentionally 'overpay' the refund and request the victims wire transfer the difference back to them. In some cases, scammers even collected funds in person.
Investigation and Capture
Crucial evidence leading to Chen’s capture came from a YouTube video titled 'Confronting Scammers with Fake Funeral (Epic Reactions).' Investigators used the video to identify Chen’s involvement in the operation.
Chen admitted to using fraudulent identification, including a fake driver’s license, to collect cash from victims.
Legal Consequences
This case marks the second individual charged in a five-defendant indictment. The Department of Justice (DOJ) has been actively pursuing the case, demonstrating its commitment to protecting vulnerable citizens.
