The scale of the spending is particularly contentious because the security measures are designed to protect a modest cluster of only three cabins. Critics argue that the financial outlay is disproportionate to the size of the resident community,questioning whether such a massive sum is a prudent use of taxpayer money for such a small footprint.
The McDonagh Family's Puppy Ring and Prison Sentences
The decision to secure the Ellen Ridge site is rooted in a violent animal-welfare scandal involving the McDonagh family. In 2024, the RSPCA seized more than ten dogs from the site,which had been kept in cramped sheds as part of an illegal puppy-selling operation.
The legal fallout was significant, with six members of the McDonagh family receiving prison sentences between 18 months and 3.5 years for conspiracy to defraud and animal cruelty. Additionally, 51 other individuals were handed community orders .. Although the family was declared trespassers and evicted in 2021, the report notes they had previously been granted "peacetime access" to the site, which has led to doubts regarding the council's enforcement consistency.
