According to court documents cited by FOX10 News, two local contractors claim the owners of Window Depot USA and All Weather Roofing owe them over $400,000, adding to the roughly $500,000 in consumer losses already under investigation by Mobile Police Department (MPD). the combined figure approaches $1 million, underscoring the financial scale of the alleged scheme.
Board’s 20‑day response window triggers formal investigation
Executive Director Seth Gowan explained that once the Alabama Home Builder Licensure Board notifies a licensee of a complaint, the licensee has 20 days to respond before the matter becomes an open investigation. "We’d then begin the process of interviewing the homeowner and then reviewing the allegations of the complaint," Gowan said,highlighting the board’s procedural steps.
Potential penalties include license revocation and $5,000 fines
The board can revoke a contractor’s license and impose administrative fines up to $5,000 per violation, according to Gowan. He added that any attempt to operate under a new entity would be scrutinized against the violator’s history before a new license could be granted.
BBB accreditation withdrawn after FOX10 investigation
All Weather Roofing displayed a Better Business Bureau (BBB) seal, but the BBB revoked the accreditation after the outlet reported numerous unresolved complaints. The loss of BBB status removes a key consumer trust signal and may influence future licensing decisions.

Public filings show Theresa Fendley is listed as the qualifying representative for All Weather Roofing on the licensure board’s website, and she and her husband Edward own 50 percent of the firm.. A recent screenshot of Window Depot USA’s website removed Mobile from its location list, raising further questions about the company’s operational presence.
